DESCRIPTION OF DUTIES; Under the general supervision of Recreational Planner III, position is responsible for the agency's statewide OHV Program and will implement all necessary policies and work programs. OHV Planner for the Recreational Trails unit and Resources Management Section. Establishes and maintains partnerships to further motorized recreational trail management throughout the State of Arizona; prepares and implements the motorized portion of the State Trails Plan; gathers and compiles information, researches and analyzes data. Provides consultation to Arizona State Parks grant staff regarding recreational trail grant programs. Develops and manages contracts and agreements. Facilitates public involvement with agency planning efforts, including advisory committees, task forces, partner agencies, user groups and the general public, and coordinates conferences and workshops. Provides technical assistance and information to trail managing (municipal, county, state, federal, and tribal) agencies, trail user organizations, private landowners, and the general public. Produces and distributes trail-related educational materials; produces various reports for Agency and outside interest. Serves as a liaison to the Off-Highway Vehicle Advisory Group (OHVAG).
KNOWLEDGE, SKILLS & ABILITY; Considerable knowledge in the planning process; public participation tools; natural resource management; strategic and long-range planning process; state and federal government statutes and policies; open meeting laws; and local, state and federal decision-making processes. Skilled in oral and written communication skills, research and data analysis skills, computer skills for word processing and data analysis, planning and organizational skills, public facilitation and presentation skills. Ability to effectively facilitate public meetings, research trends and analyze data in the preparation of program recommendations, effectively work with advisory groups, and the public, interpersonal competencies. Administer grant funds, contracts and agreements in compliance with state policies and procedures. Gain and maintain Arizona Class D Driver's License.
SELECTION PROCESS; Applicant must have the Knowledge, Skills & Abilities to be considered for employment. Prefer two years experience in professional planning, one year public sector experience, coursework in natural resource management, outdoor recreation, planning, or public administration. Applicants will be required to submit a detailed resume, cover letter and a SF 501 supplement and successfully complete an oral panel interview.
